Sail Number Policy

HKSF POLICY FOR THE ALLOCATION OF SAIL NUMBERS

 

a)i)Boats registered in Hong Kong with the Marine Department wishing to race under the Racing Rules of Sailing require a Hong Kong Sail Number unless they have a sail number issued by their International Class. The remainder of this Policy relates to Hong Kong issued sail numbers.
  ii) A boat which has still to be delivered to Hong Kong and is not yet registered in Hong Kong with the Marine Department may apply for a Sail Number to expedite the manufacture of sails by using the boat’s Hull Number and provide a letter of confirmation that the registration of the boat with the Marine Department will be solely for that Hull Number.
 iii)HKSF are the sole issuer of sail numbers for boats that are registered in Hong Kong
 iv)Sail Numbers remain the property of HKSF and are only issued to a boat under license. That license shall cease if a boat is deregistered with Marine Department or registered with another ISAF Member National Authority who allocate a new sail number to that boat
 v)A boat registered in Hong Kong with the Marine Department shall only use the original sail number issued by HKSF whilst that boat remains registered in Hong Kong.
 vi)If the owner of a registered boat sells the boat, the sail number stays with the boat unless the boat is deregistered with the Marine Department on leaving Hong Kong. The original owner can apply to HKSF to retain this sail number for a replacement boat which will be registered in Hong Kong provided this application is made within 6 months of the sold boat permanently leaving Hong Kong.
 vii)International Class Boats shall comply with the Rule G1 and Other Boats shall comply with Rule G2 and Rules G1.2 and G1.3.
b)i)Sail Numbers shall be issued from within the block of numbers held by the owner’s Club or HKSF. No Club shall retain more than one block of numbers except as stated later in this section.
 ii)Within 40days of the inception date of this Policy each Member Club shall provide HKSF with a list of unissued sail numbers in their possession. Within the same period the Member Clubs shall in soft copy provide HKSF with the updated information stated in Policy Section c)
 iii)The approved Yacht Clubs who have been allocated blocks of sail numbers by HKSF may, after, agreement with another approved Yacht Club, release a sail number(s) to the other approved Yacht Club and shall immediately advise HKSF.
c) HKSF shall maintain a detailed record of the sail numbers issued. The record shall show: 1) the name and address of the boat owner, 2) the boat name, 3) manufacturer and model of boat, 4) the club(s) (if any) the owner is a member of, 5) Marine Department Registration Number.
d)i)A new block of numbers can be applied for by a Member Club when they have less than 20 sail numbers in their possession. HKSF will on an application by a Member Club and after approval by the chairman of the RR & AC-allocate a block of no more than 40 sail numbers to that Member Club, as an agent of HKSF, depending on their membership number.
 ii)The Member Club shall provide HKSF on the 5th day of January, April, July and October of each year with details of all sail numbers allocated in the previous 3 months as well as the record information stated in Policy Section c) above. Failure to do so may result in the Member Club having its right to issue sail numbers being withdrawn.
e) A non Member Club owner shall apply to HKSF for the allocation of a sail number and an administration fee for a new sail number is HK$200. HKSF will periodically review this amount and amend it if necessary. Member Clubs issuing sail numbers, as an agent of HKSF, shall decide whether they charge their members an administration fee for the issue of a sail number.
f) If an applicant is not a member of a HKSF Member Club a member of a MNA and wishes to race they require, to comply with the Racing Rules and in particular Rule 75.1 and either join a Member Club or HKSF.
g)i)Boats who currently use 5 or 6 digit sail numbers contrary to Racing Rules 77, G1 and G2 and do not have a HKSF issued sail number will be given a grace period of up to 4 weeks before they apply for the renewal of their 2009 IRC Certificate or 31 May 2009, whichever is the earlier, to apply to HKSF for a confirming sail number of not more than four digits. All issued sail numbers will be of not more than four digits which have to be applied to all sails in accordance with RRS G1.2 and G1.3.
 ii)If a boat has already been issued with a HKSF sail number of not more than 4 digits, sail number has to be shown on all sails in accordance with RRS G1.2 and G1.3 in the period of up to 4 weeks before they apply for the renewal of their 2009 IRC Certificate or 31 May 2009, whichever is the earlier.
 iii)If a sail number is applied for under these circumstances it shall be issued free of charge prior to 30 April 2009. Thereafter a charge will be made for a new sail number.
 iv)National letters shall be placed above the sail number in accordance with RRS G1.3(c).

 This policy was adopted by the HKSF Council on 25 Sept 2008 and is effective immediately apart from Policy g). which is effective from the dates stated.
