INTERNATIONAL OPEN DINGHY REGATTA 2006

The Hong Kong Sailing Federation (HKSF) is pleased to invite entries from local

and international dinghy sailors to compete in this three-day event  with, subject to

entries, racing  being provided for the following popular classes of mono-hull

centerboard dinghy, viz. Enterprise, 505, 420, 470, 29er, 49er,  Laser (various),

Optimist and Topper.

 

Except for the Optimist and Topper Classes all classes will race in an Open Dinghy

Division with race results calculated under the Portsmouth Yardstick handicapping

System, and with fleet results for any class that has six or more entries. Optimist and

Topper class boats will each have a separate start and race on a (separate) shorter

course set within that for the main fleet.

 

 

Loaner boats, primarily 420 and Optimist class boats, will be made available free of charge to overseas entrants by HKSF provided that a Liability for Damage Undertaking is signed prior to the event by the entrant or his/her parent, in the case of a minor. The Undertakings will be invoked only in respect of cases of serious damage to a boat and/or its rigging which results from abuse or careless/ reckless misuse by the loanee.

 

 Overseas entrants should bring and use their own sails.

1          ORGANISING AUTHORITY      

            The Hong Kong Sailing Federation (HKSF) is the organising authority for the regatta and has duly delegated a race committee to oversee the racing.

 

2        RULES

2.1        The regatta will be governed by the ‘rules’ as defined in The Racing Rules of Sailing (RRS) (2005-2008).

2.2        Chartered or Loaner boats may be exempted from the requirements of RRS Appendix G – Identification on Sails.

2.3        The Class and measurement rules of entered boat classes will apply.

2.4        The prescriptions of the Hong Kong national authority, the Hong Kong Sailing Federation, will not apply.

2.5        Personal Flotation Devices (PFDs) sufficient for each member of the crew shall be carried and worn at all times. The PFDs shall be in good serviceable condition and in accordance with the recommended specification issued or approved by the competitor’s national authority or government standards authority.

3        VENUE

3.1        The regatta venue will be the Sail Training Association’s Dinghy Centre at Little Palm Beach, Clearwater Bay, Sai Kung, Hong Kong.

3.2        Prior to the event, the venue will be open from 0800 to 2000h between 28th and 29th September 2006.

3.3        Racing will take place in Port Shelter (Ngau Mei Hoi) waters to the north and east of Shelter Island (Ngau Mei Chau) but, if necessary to ensure good and fair racing, the race area may be transferred to the south of the Island.

4        ADVERTISING

 4.1       Boats may be required to display bow numbers and event sponsor advertising in compliance with ISAF Regulation 20 – Advertising Code.

 

4.2        Boats intending to display Cat C advertising on their hulls, sails and/or spars shall supply a copy of their national authority license to the race committee prior to the first race sailed.

 

5        ELIGIBILITY AND ENTRY

 

5.1        The regatta is open to all monohull dinghy sailors with an affiliation to an association or  club recognised by HKSF or, in the case of overseas entrants, by their national authority.             

5.2        Subject to entries, the eligible classes are as follows:

           

Open Dinghy Division  :            Enterprise, 505, 420, 420 Boys, 420 Girls, 470, 29er, 49er, Laser (various);

           

Level Class Racing      :          Optimist Boys, Optimist Girls and Toppers

 

5.3        All competitors in the Optimist class must have been born on or after 01 Jan 1991.

 

5.4        Preliminary Entries shall be made to the HKSF Secretariat on the attached form on or before 30 June 2006.  Final Entries shall be made to the HKSF Secretariat on the attached form accompanied by entry fee payments, no later than Friday 25 August 2006.

 

5.5       However, late entries may be accepted exceptionally at the sole discretion of the race

committee, up until Friday 8 September 2006 in which case a 100% additional premium on the entry fee may be levied.

 

5.6        The Entry fee per boat is HK$ 200, payable with entry. No entry payment will be accepted at the regatta venue.

 

 

6          INSURANCE

Each participating boat and all coach boats shall be insured with valid third-party liability insurance. ( Loaner boats will be covered by HKSF policies).

 

7          SAILING INSTRUCTIONS

The regatta sailing instructions will be available on 31 August 2006 and at registration.

 

8          MEASUREMENT

8.1        The sails of all boats may be measured for compliance with the relevant class rules.

 

9        PROGRAMME AND SCHEDULE OF RACES

9.1           The programme is as follows:

 

Saturday,                30 September                  Registration:                      0800-0930 h

                                                                                        Racing, first start warning signal: 1055 h

Sunday,               1 October                    Racing, first start warning signal: 1055 h

Monday,              2 October                    Racing, first start warning signal: 1055 h

 

9.2       Three races are scheduled to be raced each day. The starts for each day’s subsequent races will follow as soon as possible after completion of the previous race. Notwithstanding the foregoing, the race committee may attempt to complete additional races on any of the days to try to ensure a maximum of races are completed. Boats should not leave the racing area until they have been advised by the race committee that there will be no further races on the day.

 

9.3        A minimum of FOUR races is required to be completed to constitute the regatta series.

 

10      COURSES

10.1      Courses for races will be selected from the List of Geometric Courses included in the HKSF International Open Dinghy Regatta Sailing Instructions and will be signalled by the race committee boat using the appropriate ICF numeral pennant before, or no later than, the warning signal for each start.

10.2      The course for the Open Dinghy division will be around black cylindrical buoys with a shorter course for the Optimist class fleet set within that course and around marks of a different colour (orange).

11      INTERNATIONAL JURY

11.1      An international jury may be appointed by the organizing authority. The decisions of the Jury will be final as provided in RRS rule 70.4.

 

11.2      In addition, the jury members may undertake on-the-water judging in the context of RRS Appendix P – Immediate Penalties For Breaking Rule 42.

 

12      SCORING

 

12.1        For the Open Dinghy division, race results will be calculated on the basis of boats’

corrected times derived from their actual elapsed times and their Portsmouth Yardstick

number as published by the HKSF for each class of competing dinghy prior to the event.

        

For the Optimist and Topper classes, a boat’s result will be her finishing place in the race.

 

12.2      The Low Point Scoring System of RRS Appendix A will apply except for the changes to RRS A2 as stated hereunder.

                            (a) When fewer than five races have been completed, a boat’s series score will be the total of her race scores.

(b) When from five to seven races have been completed, a boat’s series scores will     be the total of her race scores excluding her worst score.

(c) When eight or more races have been completed, a boat’s series score will be the total of her race scores excluding her two worst scores.

13      PRIZES

13.1      Prizes will be presented to first, second and third boat in series points in each of the Open Dinghy division and the Level Racing (Optimist and Topper) classes.

 

13.2      In addition, and subject to entries, other prizes may be awarded at the discretion of the race committee, including for first and second boat in any class racing with six or more boats in the Open Dinghy division and in the Optimist sub-divisions (Boys and Girls).

 

14      DISCLAIMER OF LIABILITY

Competitors participate in the regatta entirely at their own risk. See RRS rule 4, Decision to Race. The organizing authority accepts no liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

Volvo Youth Sailing ISAF World Championship 2006

 

The Volvo Youth Sailing ISAF World Championship 2006 which was taken place in Weymouth, UK from 12-21 July 2006, has had a record breaking participation rate of 63 countries with 277 sailors.  The Hong Kong Sailing Team has taken part in four events:-

 

420 Boys                    Isamu Sakai and Bryan Tse

Laser  Boys               Jamie Dalton

Windsurfer Boys        Leung Ho Tsun

Windsurfer Girls        Chan Hei Man

 

Despite the fierce competition, our sailors have not let us down and have brought home good results :-

Laser Boys                34th out of 44

Windsurfer Boys        13th out of 29

Windsurfer Girls        5th out of 18

New National Coach

 

In order to improve the performance of our young sailors in Hong Kong and to prepare them for the Asian Games 2006 in Doha, the HKSF has employed a National Coach from Poland since May 2006.  The new National Coach, Marek Nostitz-Jackowski has over 30 years of sailing experience and has the experience as Coach/Trainer for 25 years.  Before his employment in Hong Kong, he used to work for the Polish Sailing Association as National Coach for the Olympic Team in Laser Class.  Marek will help the HKSF develop the youth classes, Laser, 420 and Optimist in Hong Kong.  In July and August 2006, Marek will lead a team of Optimist and 420 Sailors to Poland for a training camp with the Polish Team so as to give them more experience in big fleet racing which is lacking in Hong Kong. Any people who is aged under 17 and is interested in joining the Laser, 420 or Optimist Squad, may submit their application in writing to the HKSF Secretariat, listing your past sailing/racing experience, for consideration.  Each squad member is required to pay $800 per month for the training.

 

SINGAPORE SENTOSA BYTE & OPTIMIST NATIONAL CHAMPIONSHIPS

 

From 21 to 25 June 2006, the HKSF sent a team of Optimist sailors to the above regatta.  This is the first Optimist regatta our Optimist squad members have attended after their training with Coach Marek.  There were a total of 217 boats from 5 countries taking part in the event and the results of our team were good:-

EUROPEAN JUNIOR 420 CHAMPIONSHIP IN PORTUGAL

 

The HKSF has sent two 420 sailors, Isamu Sakai and Bryan Tse, to attend the European Junior 420 Championship which was held in Portugal from 11 to 19 August 2006.  There were a total of 111 boats from 25 countries taking part in this event.  Unfortunately, our 420 sailors were not able to make it to the Gold Fleet on the Second Day of the selection series because the wind was too strong with 25 knots plus.  However, they were able to maintain their leading position in the Silver Fleet throughout the rest of the regatta and finally finish it at third.  Bearing in mind that there were 55 boats in the Silver Fleet and our sailors have even won the last race, their results were good.  Since Sam and Bryan have also been nominated to the Asian Games, Hong Kong has made a big step forward to the goal of achieving medals in the Games.

ASIAN GAMES 2006 IN DOHA

 

The HKSF has got the approval from the Sports Federation and Olympic Committee of Hong Kong, China to send a team to the Asian Games 2006 which will be held from 3 to 13 December 2006 in Doha.  The Hong Kong Sailing Team comprises of the following members:-

Coach for 420 Boys:    Mr. Marek Nostitz-Jackowski

Coach for Hobie 16:     Mr. Bruce Tardrew

420 Boys Athletes:       Mr. Isamu Sakai and Mr. Bryan Tse

Hobie 16 Athletes:        Mr. Tong Yui Shing and Miss Lo Kin Yee

 

Coach Marek will be responsible for the Pre-Asian Games training programme for the 420 athletes.  As for the Hobie 16 athletes, the HKSF has provided them the financial assistance for their training programme including the hiring of a Coach, Mr. Bruce Tardrew, from Australia to prepare them for the Asian Games.  We hope our athletes would keep up with their good work and achieve good results in the Games for Hong Kong.

 

HKYA Pleasure Vessel Competency Training and Assessment Course

 

-      A course that brings you both Marine Department's Grade II Masters Licence and Grade II Engineers Licence in one.

 

The new PVOL Course will be organized from 28 Sept to 7 Dec 2006. Details for the course will be available on our website www.sailing.org.hk in due course.  Course fee is $4,500 per student.
