What is the Hong Kong Sailing Federation?

The Hong Kong Sailing Federation (HKSF), formerly Hong Kong Yachting Association ,is the national authority for the sport of yachting in Hong Kong. Founded as the Hong Kong Yacht Racing Federation in 1962, the HKSF was incorporated as a Company Limited by Guarantee in 1970 under the name Hong Kong Yachting Association. It changed its name to Hong Kong Sailing Federation in 2004 following the change of name of the International Sailing Federation. The HKSF membership consists of individuals, associations, clubs and marinas.

The HKSF is affiliated to the International Sailing Federation (ISAF), the Asian Yachting Federation (AYF) and the Sports Federation & Olympic Committee of Hong Kong (SF&OC).

OBJECTIVES

Representation    To represent the interests of the Hong Kong sailing and boating community, both within Hong Kong and internationally.

Information       To keep the Hong Kong sailing and boating community informed on matters relevant to them.

Safety            To promote safety in all areas of sailing and boating.

Environment       To promote good marine environmental practices to the Hong Kong sailing and boating community.

Publicity &       To publicize the sport of sailing in Hong Kong

Participation     to increase public interest, and to grow the sport by encouraging participation.

Training          To organize courses required by the Hong Kong sailing and boating community, and to maintain a register of sail training organizations and instructors.

Competitions    To encourage and organize sailing competitions in Hong Kong.

Rules             To administer the application of the Racing Rules of Sailing in Hong Kong.

Development Programme   To create a sailing development programme leading to Hong Kong’s success at the Asian Games and international events.

Sailor Performance To allocate available resources and provide support to improve the performance of sailors who have demonstrated commitment and the potential to succeed at the Asian Games and other international events.

Team Selection    To ensure fair selection of Hong Kong sailors for international events requiring HKSF entry of, or endorsement of, competitors.

 

What does the HKSF do?

It represents the interests of Hong Kong sailors to the ISAF, the AYF, the SF&OC, the Government's Committee on Boating and Yachting, the Leisure and Cultural Services Department and other Government departments,  other Hong Kong national sports associations and the national yachting associations of other countries.

It is your spokesman on such topics as the provision of marinas, new sailing and mooring areas, new navigational aids, water safety and control, mariculture, taxation and licencing, radio equipment and many other matters which directly affect all those who spend their leisure time on the water.

It certifies clubs and associations as qualified to teach sailing and seamanship, and certifies sailors at various levels of competence.

It ensures that yacht racing in Hong Kong is run fairly in accordance with international rules. It publishes the international Racing Rules of Sailing, including the Hong Kong prescriptions, which are invariably referred to in all regatta sailing instructions. It decides on Appeals against Protest Committee decisions or questions on the Racing Rules.

It provides properly trained and qualified officials by organising training courses as required for Instructors and Coaches, Race Officers, Judges and Umpires.

It determines the eligibility of, and selects, sailors to represent Hong Kong at international events such as the Olympics, Asian Games, Admiral's Cup, Southern Cross Series, Nations Cup.

It liaises with the Hong Kong Sports Development Board on the funding allocated to assist Hong Kong sailors to travel overseas for international competition.

How does the HKSF function?

The HKSF is controlled by a Council elected from individual members, major yacht clubs and associations in Hong Kong. It is not run by or for any particular section of the boating community. At present it is supported by over 30 clubs and associations and over 300 individual members, totalling over 50,000 who recognise the need for a body of people to look after their interests in Hong Kong.

Although the HKSF maintains a small Secretariat with salaried staff it relies heavily on volunteers and depends for finance on subscriptions, donations and advertising.

Who can join the HKSF?

Individuals may join as Ordinary Members or Junior Members (if under 18).  After being an Ordinary Member for five years, you will become a Full Member automatically or if you wish, you may apply for Life Membership at that time.  The membership application forms can be downloaded below:-

Any club, organisation, association, society, company, committee or similar institution having objects or interests similar to the objects of the HKSF may join as a Club or Association, the category to be determined by the Council. Marinas are considered as Member Clubs.

How much is the membership subscription?

Ordinary/Full Member    $100 per annum

Life Member                 $3,000

Junior Member              Nil 

A Member Club pays a subscription based on a fixed percentage of its gross annual membership subscription income (excluding joining fees).

A Member Association pays an annual subscription of $400 provided it is a non-commercial organisation. If it a commercial organisation it will be charged $10,000 per annum or 1% of turnover, whichever is the lower, with an absolute minimum of $400 per annum.

A Marina pays a rate calculated as a uniform fixed percentage of its gross annual berth fee income.
