IRC and SBR Certificates

The IRC/SBR Certificate 2007 will be expired on 31 May 2008.  Since it may take up to 28 days to process your application, please act now and get yourself a new certificate, in good time before you race.  The procedure for applying a new or renewing the IRC/SBR Certificate is simple.  You can download the appropriate form below and then return it by email to hksf@sailing.org.hk or by fax to 25040681 and we will forward  your application to RORC for processing as soon as possible.   Please note that with effect from 1 July 2005, RORC has changed its IRC administration system and requires that new applications for IRC Certificates will have to be submitted in EXCEL file electronically, i.e. by email only.  New applications submitted in any other way will not normally be accepted and will not be able to enjoy the 5% discount on fees.  For enquiry, you may either email us or call us at 25048159. New application form

a)      please do not delete or change the RORC Membership input .

  1. There is an additional sheet tab showing the keel types.
  2. Please remember to check the VALIDATION sheet before sending the form to HKSF, to check for missing or wrong data!

Revalidation

  1. The revalidation form is for use for all boats.
  2. You will note that that attached form contains the questions from the 2007 form as well as the 2008 form.
  3. Please refer to the keel drawings which are available on the HKSF website for the relevant question on the new application or revalidation form, enter the number of the drawing which most closely resembles the keel on your boat.
  4. This year RORC has reduced how far back a certificate can lapse.  Only boats rated in 2006 or 2007 may revalidate; earlier than that they must complete a new application form.    If the boat is still under the same ownership then the revalidation fee still applies, otherwise the new application fee applies.
  5. You will need to fill in your yacht club account number at the bottom of the form for payment of the fee.

Amendment & Trial

1.                  This year, we have separated the amendment and trial forms. You will see that they are clearly marked to avoid confusion!

2.                  It is acceptable for the trial form to be copied in to further worksheets in the file, for more than one trial. However, please advise if this has been done when sending us trials, so we don't miss it!

3.                  The tick box for EPF automatically doubles the fee quoted at the bottom of the form;  LOA needs to be input to calculate the fee.

 

Re-registration - This only applies to change of ownership on a current, valid certificate.

 

Expedited Processing Fee:   Please note the slightly altered words for EPF for 2008

 

Applications (New application, revalidation, amendment, trial, re-registration) requiring guaranteed 5 working day turnaround (from receipt by the local Rule Authority) may incur an Expedited Processing Fee (EPF).   The EPF does NOT guarantee turnaround shorter than 5 working days!    Applications received requesting same or 2 day turnaround are considered unreasonable and unfair to those owners who have applied in good time.

Payment of Fees

For the payment of IRC/SBR fees, please put down your yacht club account number on the application form so that we could debit the fee from your account direct.  If you are a member of any of the HKSF Member Clubs or  a resident in Hong Kong, you will enjoy a 5% discount on the RORC fees.  

Please note  that applications (New application, revalidation, amendment, trial, re-registration) requiring guaranteed 5 working day turnaround may incur an Expedited Processing Fee (EPF).  Application of this fee is at the discretion of the Rating Office and owners will be advised in advance of the charge being levied.

Special Arrangement for Applications for Ratings for Regattas that cross over the official changeover date of June 1st

We would like to draw your attention that if you wish to apply for ratings for regattas cross over the official changeover date of June 1st, for example the Typhoon Series in Hong Kong, please submit the application to the HKSF Office by 30 April 2008 in order to make sure you will be able to receive the new ratings from 19 May 2008.  Applications receive after 30 April 2008 and require for regattas before the changeover date of June 1st are subject to the Expedited Processing Fee.  However, due to the large number of applications for ratings to be processed at that time, there will be no guarantee that RORC will be able to issue the ratings in time for the regatta even with the payment of Expedited Processing Fee.  Boatowners are advised to submit their applications before 30 April 2008 in order to get the ratings in time for regattas held before June 1st.

Measurement charges
 
All measuring will be performed by RORC approved measurer
Measuring HK$450 per hour
Weighing of Yachts HK$110 per metre (does not include crane hire)
Hire of Loadcell per Yacht HK$500
An additional transport charge may be payable depending upon the location of the Yacht.
