Members:
A total of maximum 5 members as follows;
Chairperson to be appointed by Council
One HKSF Officer
Following to be proposed for Council’s approval by the Chairperson;
A maximum of 3 additional members
Aims:
- to evaluate, amend and propose HKSF selection guidelines, if and when directed by Council to do so, covering Class selections to ISAF events and ISAF sanctioned events with limited entries (if entries exceed places available) where entries need to be endorsed and submitted by HKSF
- to approve selection submissions for above events as proposed by a Class, in compliance with the HKSF Selection guidelines
- to approve Class selection reports, and put forward proposed entries resulting from these reports for Council’s approval. If the Class submits nomination of entries in absence of any such report due to unforeseen circumstances which is not arising from the Class’ s fault or omission, the SWP is to screen the proposed entries and put forward the selected names for Council’s approval.
- to make recommendations to Council for its consideration if and when the Class or Club submits a request for an open trial for selections for events in compliance to HKSF Selection Guidelines.
Jurisdiction
Council has the ultimate right to approve or reject any recommendations from the SWP, and may override any previously approved guidelines or decisions on selection proposals as it may see fit.
The SWP’s Chairperson will table proposed names for entry to overseas events approved by the SWP at the Council meeting for Council’s vote and endorsement. All recommendations of the SWP are to be tabled at the Council Meeting for discussion and approval. However, under extreme circumstance if time is of the essence the Secretary General may, at the request of SWP and provided such request has been approved by the Chairperson of the Council, forward by e-mail an interim selection report for the Council members to vote by return e-mail. Any such votes may deem to be made at the next Council’s meeting retrospectively and will appear in that meeting’s minutes as such.
Resources
The Secretary General will provide administrative support to the SWP and execute the instructions which have been approved by the Council.
Governance of SWP
Voting in the SWP is done by simple majority. In case there is a tie the Chairperson’s vote will cast the decision. The number of votes in favor and against will be included in the report to Council, without names.
A quorum of 3 is required to validate a meeting. If the Chairperson is not able to attend a HKSF Officer will chair the meeting if such meeting is required to make decisions.
Decisions on issues may also be made by electronic means when time is of the essence and members are not in HKG, or for other reasons. Votes by e-mail are counted in the same way as votes in a meeting, if so approved and directed by the Chairperson.
